Government to gain trillions of rials revenue from third operator

According to Radio Communication and Regulations Organization, Tamin Etisalat consortium as third operator in its financial proposition has announced the government franchise fee to be 23.6 percent of its income.
This consortium will pay 163.705 trillion rials to government during 15 years of its operatio.
In order to determine third operator winner the criterion has been the Net Present Value (NPV) of this sum plus license issuing fee in rials (equal to 300 million Euros). This sum for Tamin Etisalat consortium is 53.125 trillion rials. 
Net present value (NPV) or net present worth (NPW) is defined as the total present value (PV) of a time series of cash flows. It is a standard method for using the time value of money to appraise long-term projects.
