Raising Second Operator subscription quota requires legal interpretation

“The foreign-Iranian operator, MTN-IranCell, is allowed only to release 30,000 sim cards of its three mobile codes 0935, 0936 and 0937,” Lotfollah Sabouhi told Mobna news agency.
“Increasing subscription quota of such numbers requires legal interpretation to verify if the operator is permitted to do it or not,” he said.
”According to the Economic Council authorization, Second Operator is allowed to release in total 15 million sim cards but the figure has not been stated in the license,” he added.
The operator, in its first 15 years of operation is allowed to draw around 16 million subscribers.
It will not be allowed to increase its subscribers or develop its network until Third Operator has been in business for two years.
Second Operator has so far 14.5 million sim cards.
