Foreign websites accessed with difficulty

This is not confined to any particular foreign website, however, as nearly all are hard to access, and that has been going on for the past three weeks.
The authorities at the Ministry of Information and Communication Technology have urged internet users to switch to national network for security reasons, but the network is capable of supporting only 3,000 users and not available to the public at large.
