Iran ADSL users 1/7th world average

Based on Point Topic Research Institute figures, by mid-year 2009, more than 289 million subscribers worldwide were connected to broadband internet via ADSL.
With respect to the figure, Iran with 1% of world population should have more than 2,860,000 ADSL subscribers in order to be world average.
However, latest report by Data Company shows there are 400,000 ADSL users in Iran.
Of every 1,000 world internet users, 40 have ADSL as opposed to 6 in Iran.
The Data Company figures show that Government and the private sector lag behind the Fourth Economic Development Plan goals in providing ADSL.
