Telecommunication to gain more income from landline sms service

Surely Telecommunication Company will make more money from this service and subscribers should pay more fees again.
However special equipments are needed to be installed and provincial telecommunication companies should announce their readiness to offer this service.
It seems that by having more than 27 million mobile phone subscribers in country, launching landline sms service was not necessary, since most landline subscribers have mobile phone and they can use their mobile phones to transmit sms.  
In addition provincial telecommunication companies have not announced their readiness to install equipments, since they believe that it is not necessary.
Now why does Telecommunication Company persist? Authorities are mum on this. 
Subscribers who want to have this value added service should pay fee to the company; which they will be charged on their bill.
But the fee has not been determined yet.
