Third operator should have nationwide urban area coverage in 4 years

The winner of third mobile phone operator tender which is in its final stage these days should complete road coverage in eight years.
Unofficial sources say that Tamin Etisalat consortium compromises of Tamin Telecom Company and Etisalat from UAE operator has been selected as tender winner so far.
Etisalat has proposed the highest price among its rivals Kuwait Zain, Omantel, Indonesia Indocel and India Bharati. 
Etisalat from United Arab Emirates currently is active in 17 countries in Asia, Africa and Middle East and is 12th big world operator. 
Third operator in first to fourth years and the years afterward should respect some decreed quality commitments. 
Third operator can be active in 3G, 3.5G and 4G (HSDPA, EDGE, UMTS) networks and can offer its services in 2100, 900 and 1800 Mega Hertz frequencies. 
The operator license is for 15 years and will be extendable with Radio Communication and Regulations Organizations permission for two five years periods.
It seems that the operator can attract 17 million subscribers who compromise of six million call subscribers and 11 million data subscribers.
