Mohammad Soleimani also said the winner of mobile phone third operator tender will be announced next month and if it starts operation immediately, the operators sim cards will go on sale in early April 2009.
He predicted the sim card market will then reach saturation point and sim card sales will be as low as a million per year.
On the issue of post office privatization, he said the company has never been a profit-making company but its losses in recent years have been low.
He said the company is due to split into two, one infrastructure company, which will remain state-owned, and a private company with its own tariffs and its shares being available on the Tehran Stock Exchange.
